[0.9a RC10] some markets immune to tactical bombardment

Tried tactical bombing the Kapteyn Starworks, and it's heavy batteries were not disabled after two attempts. Maybe it's intended, but since it's not the same result as bombing a planet here is a report.

Edit:
Tactical bombing Epiphany also did not disrupt the Heavy Battery and the Military Base.

But then I also tactical bombed Chalcedon, and Heavy Batteries and Military base were disrupted this time.

Yep, Epiphany has already been reported at least 3 times (1 mine).

I tried tac bombing Chicomoztoc to no avail.  Waste of time.
