Change default behavior of AI inspections

As far as I can tell the cooperation default exists solely to punish me for not paying enough attention to the endless parade of expedition fleets.

I would say the default should be controlled by the player, in that you should be able to change how your forces respond by default.

I agree or at least there should be a pop up that pauses the game.  Inspections are too easy to miss when you are building a colony and try and fast forward the initial construction.

The easy solution would be to have a big high priority warning message when the fleet enter the system and the behavior is still set to default.

By the time inspection fleet enters the system, it's too late and you can't change the orders.
