I have one size 10 colony with a tech mine, and several size 3 colonies with tech mines, but only the production report only mentions the size 10 colony receiving weapons and LPCs. I went and checked the size 3 colonies, and their storage don't have anything.

Is it that the bigger colony is much more effective at discovering tech mining items? Or are all the items discovered by your faction delivered to the rally point?

All items are delivered to the rally point.

How do you define the rally point by the way?
Go into your Custom Production tab under Command and click the planet in the top-left corner of the window.  That's your resource collection point.
