Some simple colony changes

Been playing 0.9 for a while and reading the issues brought up in discussion here and thought I'd give a quick list of changes to the colony system that will make them both more unique and less free money.

  • Make imports cost something.  If coming from your other colonies then factor that into their export revenue. If from an outside faction, count them like the opposite of exports (costing credits).
  • Tie production to size of colony AND number of industries. This allows colonies to specialize by having fewer industries with higher relative production or diversify to produce many commodities at reduced volume.
  • Only allow one industry out structure to be under construction at a time. If should not be possible for 1000 colonists to build everything they could want in 60 days.

Do they?  Where are they listed?

I certainly can't find any costs.
