You can survey and colonize stars

This should probably not be a thing. I'm able to survey and colonize Antillia, which is also in a system with League colonies. It has no modifiers and a hazard rating of 100%.

depending on what you mean by "colonize" you can totally colonize stars by building habitats around them over time, but im not sure starsector is that kind of setting where this is supposed to be feasible
