I think fewer but much larger texture clouds with random rotations would yield a much better result at least visually, and maybe it would help with performances with a lot less "points" on the map to eat up memory?

I experimented quite a bit with different cloud sizes. The current version is what felt best in terms of a compromise between performance, looks, and accurate-feeling "is the fleet in a cloud" detection. As far as what looks best, that also heavily depends on what zoom level you're at. A tiling patter than's apparent at one level is not at all apparent when zoomed in a bit more, etc.
