What file should I look in to if I want to change the threshold of skills?

Skills.CSV file and jar files for skills don't seem to have anything about threshold.

Could you define "threshold"?

Are you talking about the maximum number of skills, determined by max level? If so, that is in data/config/settings.json. Search for playerMaxLevel

They're in jar, yeah. getFuelUseMult for ContainmentProcedures, for instance.
