I wanted to know how to increase the size of of various factions bases. Is it just based on time or resources?

Market size is based on market conditions, specifically the 'size' symbol in the top right hand corner of the screen when your in the market cargo screen. This is hard coded into the market before the game starts, I believe.

The market conditions can be easily manipulated via code post-process; you could almost certainly write a modPlugin that would alter the Nexerlin Markets easily.  Maybe poke the source of EZ Faction to see how Market Conditions are done.
