I think I'm not mistaken here: ion pulser uses flux for entire burst even if it fires only one shot.

I'm almost certain this is the case.  It would make the pulser use 3x the rated sustained flux/sec when empty.

I've band-aided this by changing pulser regen to clips, though it doesn't stop pulser from sometimes firing only 1 shot (though this isn't as big of an issue, I don't even know how I got this). On the good side, AI doesn't continuously fire ion pulser and it's immune to this bug, unlike the player.

Hmm. So this isn't really a bug, it's more "how things work" - burst weapons charge upfront for the whole burst. The AI should be handling this fine - just confirmed, autofire also fires off when it gets 6 shots, so there's no waste.

Probably less than ideal in this particular case, but I don't want to muck around with the flux-cost logic here or add any special rules. Added a 3-shot reload clip size to the pulser, though, since that gets around 90% of any of the awkwardness.
