Hmm, while I have a few qualms about your comment (though I try not to dispute opinions), this is the point that I disagree with most for the sole reason that you seem to be assuming that you (the player) are always outnumbered. Yes, you will rarely be 1-v-1-ing things in Starsector, but more importantly you will almost always be entering a battle with friendly ships to support and escort you. If you find yourself getting strafed by a Terminator drone and then flanked by the Tempest's buddies (or the Tempest itself) and are unable to fire back, then you need to think about getting some tougher buddies of your own to roll around with and divide the enemy firepower.
I was only implying the
presence of other ships, not necessarily that you're always outnumbered, which is not true. Though maybe I should've arranged that post a little different to make it more clear - my apologies.
Still, you don't really need to be flanked by bigger ships. You're already being constantly flanked by the drone. And if you don't have a 360 shield, you're often going to be an open target either for the opposing ship or the Terminator's ion pulser. Your escorts won't help much - if anything, they can help to shoot the drone down faster or, if you're lucky with the AI, take the bullets from the enemy escort for you.
As for the drone's "indestructability", I think you need to try some kinetic PD or medium weapons with better DPS; Thumpers, Heavy Machine Guns, or some sustained beams like the Tactical Laser, Graviton Beam or even the Phase Lance. Don't forget that non-PD weapons can target fighters normally, and there's always the Advanced Turret Gyros hullmod if your weapons are tracking too slowly. And besides, when it comes down to it, the Terminator actually has a very limited flux pool considering the 360 shield and the Ion Pulser (which generates a lot of flux btw). All you have to do is keep pressure on it until it drops its shields or overloads - without the phase cloak or skimmer it used to have, it often can't get away quick enough (even with its nimble movement) and under that shielding it's paper thin.
Even if you can't kill it outright, just having the damage potential to keep it bay is often enough to neutralize the threat it presents. Out of interest, what ships and/or weapons have you been employing in combat against the Tempest and Terminator drone?
This is just wrong, and I've already mentioned why in the previous post. Small PD weapons don't provide enough damage to take down the shield on the drone. Medium weapons are just too slow. Sure, there is Advanced Turret Gyros mod... but IMO if the game has one ship that makes certain, specific loadouts mandatory to fight it, and it's not a battlecruiser, then there IS a serious problem with balance here.
As for the ships I got, 2 attack medusas, 1 attack hammerhead, 1 attack sunder, 2 support wolves, 2 attack vigilances, a bunch of other midline frigates, a condor with talons and broadswords. None of this stuff is anywhere near effective against that frigate.

20 second rebuild time, if you please. That might not sound like much, but in combat it's ample time to focus fire on the Tempest itself and eliminate (or at least wound) it while its drone is on rebuild. Or, if you're in a really bad situation, it's plenty of time to back out and regroup while the combat pressure the Terminator drone usually provides is temporarily gone.
True, I underestimated the rebuild time, my apologies. Time seems to fly a lot faster in the battle. Still, that is a very short time - please don't ignore that the Tempest is one of the faster frigates in the game, and being a high-tech ship, it has decent shields. By the time you catch up with it, let alone overwhelm its shields, there's another drone already attacking you and disabling your gear, while the Tempest has all the time in the world to pull away and vent all the flux you've accumulated by your assault.

It's NOT great when said luxury sports car is common among a certain faction, and is beyond your reach (unless of course, you get a commision with Tri-tach... or recover it, which means fighting it in the first place).
And it's definitely not great when there's one uber-ship that everyone must have.
Burst PD armed cruisers can overload a terminator relatively easily when it comes in for an attack run.
