More perfect figher system

1 More speed
Some fighters are slower from some frigates
fighters must be like bugs flying around 5 - 6 faster than everything else and without having drifting effects

2 Fighter bay OP
If there is one fighter bay with OP 20 it can have 1 fighter with OP 20 or 2 fighters with OP 10

3 Fighter Refit
weapons and hull mods for fighters and how many fighters will make one wing

#2 will not do with Talons and few other wings that cost 0 OP.
