Flakering effects and seizures

This may sound strange to player which have no problems with it, but some visual/light effects are very demanding for player with neurological problems (including me, i have a scar in my left cortex).

The first effect appears when you are switching a tab. Like switching to market or to the map. It has a short flakering effect:

The second effect appears, when a large ships is being destroyed and a bright flash goes over the screen:


I would be very thankfull when there is an option to deactivate this effects in the future, because Starsector is a very cool game.  :)

I'm not effected by the neurological issues mentioned in this post; however the flickering effect between tabs doesn't add anything to the game for me; except possibly being ever so slightly bothersome visually. Maybe the fuzzy static does something really useful that i haven't thought of. If it doesn't add anything though, and if it is harmful to some people, perhaps it can be gotten rid of?

The explosion effect, while theoretically cool, is in practice 9/10 times annoying, since usually after you blow up a big enemy ship the first thing you do is switch to the map and try to find your next target. But the explosion effect washes out the map screen too (incidentally this always breaks immersion for me since I realize it's only washing out the map because of some limitation of video cards), so you've got to wait until it's over before you can look at the map. This is more than slightly bothersome.

I like 'em both.

You can turn off the bright ship explosions in starsector-core\data\config\settings.json if you change

"enableShipExplosionWhiteout":true, to false

Maybe Alex could add another toggle for the menu static.

Added another option to settings.json for the ui static noise:

"enableUIStaticNoise":true,

Will be available in the next release; hope this helps!
