UI Fleet Indicator suggestion mod

With a growing number of mod factions, it's often hard to tell some of them apart at a glance. How easy would it be to mod the UI so that the ring displayed around fleets and such shows both their colours (inner and outer ring, like nation borders in Civ V)?
