Levelling up officers

I went to level up one of my officers and it only gave me the option to upgrade one of the officer's existing skills, both of which were already level 10, needless to say choosing one of them gave no benefit.

The skill level it shows you in the officer levelup dialog is the level the skill will be if you choose that option. Is it possible that's what you're seeing?
