Hmm - is it at all possible that you just didn't see it? One possibility could be if it happened to arrive at the same time as lots of other intel, say.

On this note: Could some Intel (especially Colony threats) be marked as "important" automatically, like accepted missions are?
Also, could important intel be displayed somewhere during normal Gameplay and on the sector map? Ideally even with "go to System view" and "lay in course" as options, like on the sector map.

One thing that is pretty mean on top of that - some fleets will be made of D grade pirate ships that die easily, and some will be made of nearly all high tech ships. You only see them when you get close enough, and when you see them they see you... and they come FLYING in full charge with emergency burn.

Actually - there is a way to scout them out. Go dark while approaching the planet they're hiding at or at least turn the transponder off. Otherwise they'll see you from far away.

Noticed today that if one doesn't have enough crew members to man all ships the upcoming help message still has a paragraph about the logistical priority button, which was removed a couple of versions ago. To reproduce it, just sell enough crew members to be lower than the limit to use the ship(s) in fleet.
