Suggestions / Soldiers shouldn't be goods,and about the Char- Skills

Combats is a challenge in early game.Also it is a exciting experience,until the game comes end because so easy to be unstoppable!Just get more money and more powerful ships to defeat fleets.
I don't want to talk about keeping balance between ships,but I think we should limit the number of powerful ships involved in a conflict.
So I have a idea about soldiers,to catch that.
Now,soldiers play a very strange role in game,just as HIGH CLASS goods.
I don't think a group of stupid new recruits can operate high-skill-required instruments,so it is a idea that powerful ships can't be launched if there is not enough elites,or another way,should has a very severe debuff such as Low Combat Readness.(Need more supplies is not a good idea because is not a combat factor)
