Title: Center Intel Map on Player Fleet Location

Currently the Intel Map is always fixed on a specific location, which (at least for now) is fine for vanilla, but it means modded star systems will have to either be crammed into the same area or not be displayed correctly.

I think the Intel map should ultimately be merged with the main map, but for now I think the best temporary solution would be to either make the intel map scroll-able or always center it on the player fleet.
