Is there are way of changing my godamn stupid skills Respec, as I need more fleet points.

Not unless you want to edit your save file somehow or possibly use mods.

Yep, you need to spend some points into Leadership if you want to have a larger fleet. Can't just dump'em all into combat/technology.
