This game is cool, but there's is only much you stare into the empty void of space. Any one know some warship customization games with the ocean navy? preferably with 2d graphics?
I can think of two, which is Navy Field, a grindy MMO, and also Kurogane no Houkou from the 1990's, but it's hard to get a hold of these days. Anyone know more of these?

Age of Pirates 2 with the obligatory mod Gentleman of Fortune (the base game is really meh otherwise). I played it a LOT few years ago.

Rule the Waves maybe?
The graphics aren't exactly fancy but it has a deep simulation engine and ship design and a well regarded campaign layer.

Kurogane no Houkou, is really good, I hope it gets rebooted some day.

If you want warship customization, you want the Naval Ops series. The Warship Gunner titles are a bit more focused on your own skills rather than having a fleet. They don't have any trade or 4x elements really but you do get to choose where to spend money on researching new hulls, weapons, engines, and so forth.
Mostly they got released for PS2, but one of them is for windows... huh, apparently it's that Kurogane no Houkou series. It did get rebooted in 2000 or so. Hope it gets another one, dakka dakka boats and fiddling with blueprints to fit as many oversized guns and engines and armor as possible was very fun.

Victory at Sea and Victory at sea Pacific.
They're not as good as Starsector but in 3D.
Victory at sea looks a bit like a mobile game. It's sequel less so.

Very old game but Corsairs is similar.

I prefer not sailing ships, cuz there's not much opportunities for customization.
Here's an upcoming interesting game, called Ultimate Admiral: Dreadnoughts
It's about customizing WW1 era warships.
Right now it only has missions, like Starfarer 0.5, but it could be the beginning of something great.
