Title: When full, give option to discard on gaining a new hull/captain/administrator

At the moment you should never fly with a full:

- fleet; in case you are given opportunity to salvage, or explore.
- captain or administrator roster; in case you encounter an event that gives one

Rather than failing silently, these events that would otherwise grant us a reward, should 1st prompt if we wish to make space for the reward.

Fully agree on 1st point, 30 ship limit is just horrible in regards to salvage and serves no purpose except aggravating player (fleet size in combat is limited by DP, in strategic layer by supply/fuel costs). If it is just about performance with too many ships in combat, deployed ship count limit for combat could replace it just fine.
Which is why I increase it to 60 in settings.

Second point is not true - extra officers or admins are added inactive. You'd have to fire/increase max to use them (or due to a bug in fleet screen just auto-assign extra officers), but they are collected.

Beyond the max of 10 captains / 3 admins?

I have 12/10 officers, so yes, I'm sure.
